Police Administration

This Division is the management level group responsible for budgeting, planning, inspections, internal affairs, and the administration and coordination of all police services. In addition, this Division also directs the Emergency Services Division.

Chief of Police

Orland Park Police Chief - Timothy McCarthyTim McCarthy has served as Chief of the Police Department since May of 1994. He retired from the United States Secret Service in October of 1993 after 22 years of service. His career included eight years assigned to the Presidential Protective Division in Washington D.C. and 14 years as a criminal investigator in the Chicago Division. Chief McCarthy also served as a special agent in charge of the Chicago Division from 1989 until his retirement in 1993.

Chief McCarthy graduated from the University of Illinois in Champaign-Urbana in 1971 with a bachelor's degree in finance and received his master's degree in criminal / social justice from Lewis University in 1999. Chief McCarthy is married and has three children.

Division Commander - Administrative / Technical Services Division

Picture of SutherlandSteve Sutherland has been a member of the Orland Park Police Department for over 24 years. He has served in the patrol and investigations divisions of the department, with assignments as a patrol officer, traffic officer, evidence technician, tactical officer, investigator, patrol sergeant, and patrol lieutenant. Commander Sutherland also served on the Illinois Crimes Against Children Task Force and the department's Special Response Team. Commander Sutherland holds a Bachelor of Science degree in Law Enforcement Administration from Western Illinois University and a Master of Science degree in Criminal Justice Administration from Lewis University. He is also a graduate of Northwestern University's School of Police Staff and Command. Commander Sutherland is married and has two children.

Deputy Chief of Police

Orland Park Deputy Chief of Police - Joseph MitchellJoseph Mitchell has been a member of the Orland Park Police Department for more than 22 years. He has served in all divisions of the department, with assignments as patrol officer, narcotics officer, investigator, field supervisor and a lieutenant in patrol, investigations and in administration. Mitchell was the first accreditation manager for the department.

Appointed as Deputy Chief in 2016, Joseph Mitchell holds a Bachelor of Arts in Aviation from Lewis University and a Master of Science in Public Service from DePaul University. He is a graduate of the Northwestern School Police Staff and Command and has two children.

Division Commander - Investigations Division

Orland Park Division Commander - Tony FarrellTony Farrell has been a member of the Orland Park Police Department for more than 30 years and has served in all divisions of the department as an officer, field training officer, investigator, sergeant and lieutenant. Commander Farrell was one of the first Bicycle Patrol Officers in the village, served on the Special Response Team and the South Suburban Major Crimes Task Force.

Commander Farrell holds a Bachelor of Arts in public safety management from Calumet College of Saint Joseph. Commander Farrell is also a graduate of the 265th Session of the FBI National Academy and the Northwestern University School of Staff and Command. He is married and has three children.

Division Commander - Patrol Division

Orland Park Division Commander - Brian WestBrian West started at the Orland Park Police Department in 1989 as a Community Service Officer. Commander West was hired in 1994 as a full time patrol officer. Commander West has served as a Field Training Officer, Less Lethal Coordinator, Bicycle Officer, Sergeant, and Lieutenant.

Commander West holds a Bachelor of Arts in Criminal Justice Degree from Governors State University. Commander West is also a graduate of the Northwestern University School of Staff and Command. He is married and has three children.
