Automated Traffic Law Enforcement System

In an effort to enhance the safety at some of Orland Park’s most dangerous intersections, the Orland Park Police Department initiated a study to determine which of the many intersections had the most vehicle crashes.  Upon completion of the study, it was determined that there were three major intersections that continuously had more crashes than others.  This information was presented to the Village Board, in an attempt to install a Photo Enforcement Safety Program.  As a result of the statistical analysis conducted, the Village Board approved the installation of a Photo Enforcement Program, otherwise known as Red Light Enforcement.

The Village Board approved the following intersections: 

-Harlem Avenue and 159st Street, specifically the southbound lanes and the eastbound turn lane.

-Harlem Avenue and 151st Street, specifically the northbound lanes and the westbound turn lane.

-LaGrange Road and 151st Street, specifically the southbound lanes and the eastbound turn lanes.

On April 3, 2009, the intersection of Harlem Avenue and 151st was enabled and enforcement efforts initiated.  The intersection of LaGrange Road and 151st Street followed shortly thereafter on April 30, 2009.  The final intersection of LaGrange Road and 151st Street was activated on July 31, 2009.   

It is the Villages belief that the implementation of this Red Light Photo Enforcement Program will reduce the number of red light collisions and injuries associated with red light violation crashes.

The following information is a statistical analysis, of each intersection, to assess the safety impact of the program at all aforementioned intersections.  The information is pursuant to Illinois State law (625 ILCS 5/11-208.6) which mandates that any municipality or county operating an automated traffic enforcement system shall conduct a statistical analysis for a period of 36 months prior to installation and 36 months after installation to determine if the each Red Light system reduced the number or severity of the crashes in the intersections.

Each intersection was compared on a year to year basis to include a percentage of impact.  The intersections were also analyzed to determine the type of crash and the contributing factors that caused the crash.  The final analysis indicates the overall number of crashes for a period of three years prior to the implementation of the Red Light Enforcement Program and three years after the implementation of the program to include the overall effect that the Red Light Enforcement has had on each intersection approach.
