Ellen Baer was appointed to the position of Assistant Village Manager in 2003. Ms. Baer assists the Village Manager in overseeing the day-to-day operations of the Village and serves as Acting Village Manager in the Manager’s absence.

Ms. Baer received her Master of Public Administration from Northern Illinois University and Bachelor of Arts in Public Administration and Political Science from Lewis University. Ms. Baer is a member of the International City and County Managers Association and has more than twenty years experience in the public sector. 

Before coming to Orland Park, Ms. Baer served other Illinois suburban communities including the Village of Lombard, City of Naperville and Village of Riverside.  During that time she also previously served as an Adjunct Faculty member in the Political Science Department at Lewis University in Romeoville. 

While still a student she held part-time positions with the Downers Grove and Woodridge Park Districts.
